Vratsa is among the Municipalities in Bulgaria, which apply the European Union’s practices for environmental protection, by means of integrated solid wastes management. In 1995 – 1996 within the framework of a demonstration project for the Bulgarian policy for solid wastes management in the Municipalities of Vratza and Mezdra, a Regional plan was developed. The neighbourhood of Vratsa and Mezdra, their similar problems in the neutralization of the wastes, the built up engineering infrastructure and the common understanding for protection of soils and waters as an irreplaceable natural resource, serve as solid grounds for the Municipal Administrations for the justification of the decision for cooperative management of the wastes.
The Projects "Regional Depot for Solid Domestic Wastes from the Settlements within the Municipalities of Vratsa and Mezdra” – Stage – I and “Improvement of the Solid Domestic Wastes Management in the Municipalities of Vratsa and Mezdra – Stage -II” are implemented in cooperation with the Danish Environmental Protection Agency (DEPA) through their representative the company of COWI AS – Denmark, The Ministry of Environment and Waters, the Municipality of Vratsa. By means of these projects the two municipalities take part in the establishment of the Bulgarian Policy for and their separate collection. The Municipality of Vratsa organizes the implementation of the project, defines the measures and the tasks for the waste management in the Municipality, provides conditions for the gradual inclusion of the settlements within the Municipality in the disposal of the solid domestic wastes. The completion of the project would significantly improve the management of the wastes in the region so that a financially and ecologically stable system to be achieved which is compliant to the contemporary requirements for environmental protection. Thus the sanitary-hygienic conditions would be improved, the ecological dangers and the health risks for the population would be reduced and both towns would be contributed in their development as modern economic and tourist centres.
The Municipality of Vratsa already has a functioning system for stimulation of the separate waste collection, in compliance with the existing European practices. The activity was started in 1998 with a preference discount of 50 % from the waste collection fee for 492 households and 37 companies. Their number is permanently increasing throughout the years.
The Municipality of Vratsa has its own Programme for Environmental Protection, the strategic purpose of which is ensure that the inhabitants of Vratsa live in an environment free of health risks, which provides possibility for relaxation and rest in the open air.
